| Emergence of modern mass media has broken the traditional scientific and technological information communication system. Civil society and mass culture have been gradually formed, bringing profound influence to the meteorological scientific and technological information communication system. Mass communication of meteorological scientific and technological information and relevant knowledge have gradually emerged. Effective communication of meteorological scientific and technological information is closely related to basic life and safety of the public, and has important influence on production and life in society. In this paper, the author starts from the perspective of the history of science and technology, connects the communication history of meteorological scientific and technological information with historical changes, development of mass media and development of meteorological science and technology, examines the communication and development process of meteorological scientific and technological information as scientific referential information after mass media emerged and developed, and analyzes the relationship between changes of social meteorological information demands and meteorological scientific and technological information communication in the historical perspective. In this paper, the author mainly examines changes of communication forms, contents and effects of meteorological scientific and technological information in mass media from the late Qing Dynasty to the beginning of the 21th century, discusses development rules of meteorological scientific and technological information in mass media, summarizs structural characteristics of the communication system, analyzes motives and restrictive factors in development of the communication system, and proposes strategies for optimization. The author mainly carries out researches in the following four parts:Firstly, the author elaborates the concept, the structure and functions of the mass communication system of meteorological scientific and technological information, including the meaning of meteorological scientific and technological information communication, components and characteristics of the mass communication system of meteorological scientific and technological information, and the three functions of the meteorological scientific and technological information communication system.Secondly, the author analyzes and sorts out concrete situations of the meteorological scientific and technological information communication system in China during the formation phase and the reform phase from the late Qing Dynasty to the beginniing of the 21th century, mainly including general development situations of the meteorological industry in China and the mass communication system as well as changes of social meteorological information demands, and elaborates general development situations, characteristics and communication effects of the meteorological scientific and technological information communication system in different historical phases.Thirdly, based on the mentioned analyses on general situations of meteorological scientific and technological information communication in different historical phases, the author summarizes communication rules, sorts out and concludes structural characteristics of the meteorological scientific and technological information communication system in the perspective of mass communication, including specialization of meteorological scientific and technological information communication, diversification of meteorological scientific and technological information communication, and the scientific trend of meteorological scientific and technological information communication.Fourthly, the author explores motives, restrictive factors and strategies for optimization of meteorological scientific and technological information communication system evolvement in the perspective of mass communication. Firstly, the author analyzes motives of meteorological scientific and technological information communication system evolvement in the perspective of mass communication, including the factor of the scientific and technological level, the factor of the environment and the factor of politics. Then, the author elaborates restrictive factors of meteorological scientific and technological information communication system evolvement in the perspective of mass communication. Finally, the author proposes strategies for optimization of meteorological scientific and technological information mass communication based on the lessons from foreign advanced experience.In this paper, through reviews of the development process of meteorological scientific and technological information in mass media, the author mainly researches communication contents, forms and effects of meteorological scientific and technological information in different historical phases, summarizes and analyzes structural characteristics of the meteorological scientific and technological information communication system and motives and restrictive factors of system evolvement, and proposes strategies for optimization, hoping to provide beneficial reference for meteorological scientific and technological information communication in mass media in China, and better realize the purpose of meteorological scientific and technological information communication to serve people, serve the country, and provide powerful help and support for construction of a harmonious and safe society. |
