Geographic information system(GIS) is a dedicated to the analysis of geospatial data processing, data analysis and data management of computer system, it is ping tong river basin in the construction of the three-dimensional water conservation system and provides the basis and platform of system implementation. This paper chooses the most widely used GIS component Arc Engine 10.2 as development tools, in Visual Studio2010 development environment to write the ping tong river basin in 3 d function of water conservation evaluation system.Firstly introduces Pingtong River basin water conservation function research background and significance, the area of general situation of the research and development and related technologies; Second evaluation system of river basin water conservation function of the overall system requirements analysis and system design; Then design and based on 3D function of water conservation of small watershed evaluation system of each function module; Finally using VC# programming language to realize the system each function module, system contains the basic file auxiliary function module, system function module and system function module of three main modules. The three module implements the data storage, editing, data query and analysis function, and success In the professional function modules of the In- Vest model of water conservation function evaluation module embedded In it, realized with Pingtong River basin In the three dimensional evaluation system of each function module of water conservation.In the process of system design draws the following conclusion:(1) In this paper, using Visual C#.NET development environment and Arc Engine secondary development component, the method of combining design with 3 d visualization of three-dimensional water conservation function evaluation system.Including the system overall framework design, system function design, system interface design, etc.(2) In this paper, the Arc Engine component 3 d module, carried on the thorough research on the system has realized the data generated 3 d surface, 3 d scene browse, 3 d terrain analysis such as the basic function of the three-dimensional geographic information system. The function of the whole system complete, with strong three-dimensional analysis function, is a user-oriented and professional three-dimensional geographic information system.(3) This article introduced In the system design and development has been widely applied In recent years and the In- Vest In the model according to the related modules of water conservation, implements the water conservation function evaluation of small and medium scale basin, the three-dimensional geographic information system and the In-Vest model together, for the three-dimensional geographic information system In other research to explore In the field of application.On Pingtong river basin water conservation function evaluation to the following conclusion:(1) Pingtong river basin in depth according to the elevation of water conservation of the circular distribution.(2) the ways of land use on watershed water conservation function has a great influence.(3) different forest types has different water conservation function.(4) in different parts of the basin water conservation function is different, can be found from this study, river basin upstream area of water conservation function than the downstream area.
