With the development of the Operationally Responsive Space(ORS), the satellites operationally launch and applied in emergency observation is largely demanded. This paper analyzed task-oriented satellite platform payloads configuration and contingency planning problem, by improving the configuration of the satellite platform payload and reducing the satellites hardware configurations spends, through multi-satellite cooperation tasks scheduling to achieve full functions of observation system and enhance the cost-effectiveness ratio of emergency observation mission. The paper’s major work includes the following aspects:1. The model of the task-oriented remote sensing satellites emergency observation scheduling architecture is designed. By analyzing the program and essentials of task-oriented remote sensing satellites emergency observation, the problem is described and the model of the problem is established, and the emergency observation mission requirements analysis method based on QFD is proposed, finally, a task-oriented remote sensing satellite emergency observation planning system process model is built.2. A satellite platform payloads configuration algorithm based on Genetic Algorithms is designed. For the satellite platform payloads configuration essential’s features, the performance description tree of the satellite platform and payloads is established, satellite platform payloads configuration model adapted to tasks is established. Based on the features of satellite platform payloads configuration model, design the Genetic Algorithms encoding and Genetic Operator. The Genetic Algorithms Fitness Value of Chromosome correspondence the optimization degree of the satellite platform payloads configuration program, fully consider the task of observing requirements satisfaction, satellite platform payloads configurations spends, resource consumption of observing process. Finally, some simulations are conducted to validate the correctness and practicality of the algorithm.3. A scheduling algorithm based on contract net with feedback amendatory strategy is proposed. After analyzing the characteristic of Earth Observing Satellites(EOSs) distributed scheduling process, a multi-agent cooperation tasks scheduling framework based on service center-worker model is established, and a scheduling algorithm based on contract net with feedback amendatory strategy is proposed to solve the problem of EOSs cooperation tasks scheduling. About the scheduling algorithms based on contract net with feedback amendatory strategy for the conflict led task removal process and the cooperation cannot be satisfied problem, we increase the feedback correction mark processing during the satellites agent tender bid, using the feedback amendatory processing to satisfy the cooperation requirements.4. Achieve multi-satellite cooperation scheduling experiment system. The experiment system based on C/S structure, the server is responsible for the plan dynamically generating and the client demonstrate the planning results and provides the function of manual editing.
