With the development of technique and the step of searching resource by humanH Ocean is not just the way of cheap and convenience transport nowH especially with the development of ocean resource searching these yearsH more and more offshore assistant ships and special working ships have been built these years. As the most important part of offshore and vessel products the central control system has been developed rapidly with the development of offshore and working ships. The control system has been developed from a simple monitoring and alarm system to the combine system including controlH monitoringH alarmH protecting function.The central control system mainly consists of vessel(rig) management system and safety system. The vessel(rig) management system$s function mainly includes running and alarm signals correction and real-time alarm in different situation. On the other handH the safety system$s design mainly due to is mainly used in safety production H monitoring the operation status of the whole platform or ship when hazardous gas leak or fire situation in the ship or platformH and take safety protection measures necessary in case of need H to protect the ship or platform of production safety and the life safety of crew. How to design a safe and effective ICS system successfully and make the system working with no effect of the normal production are crucial.Aim at these requirements and problem which exposed in marine engineering design H this paper willO(1)Analysis the system designH disadvantage and advantageH construction of hardware and software of traditional monitoring and alarm system of vessel and central control system of offshore.(2)According to the recent application of marine project encountered examples and engineering requirements of the project H design rules and key points analysis of design scheme of the safety system.(3)Based on the analysis of the system using and design example to find the direction of development H the technical difficulties and breakthrough of ICS system used in offshore.
