Photogrammetry first appeared in the middle of the 19 th century, with the improvement of science and technology development and manufacturing technology, the development of photogrammetry is divided into analog photogrammetry and analytical photogrammetry and digital photography for measuring the three stages. Analog photogrammetry is in indoor use optical or mechanical method to simulate the process of photography, the resumption of photographic photograph of spatial orientation, attitude and mutual relations, the establishment of field scale model, the photography process the geometric inversions, on the surface of the model were measured. The method to solve the calculation accuracy low, relatively heavy workload; analytical photogrammetry use of computer to solve complex computational problems in photogrammetry, precision and analog photogrammetry close, greatly reduce the workload; digital photogrammetry is to digital imaging and computer on the basis of a new method and its characteristics is the workload is small, the precision is high.With the development of new equipment manufacturing technology, there are many new theories and methods. And traditional photography measurement industry norms did not consider these new technologies and new methods to work outside the industry to bring the influence, outside the industry, like control point layout is based on traditional photogrammetric instruments, methods of job requirements.In this paper, the research content of image control points and its accuracy is the premise of ensuring the accuracy, reducing the workload of foreign control work. The experimental research on full digital photogrammetric system of aerial photogrammetry based on, that is, through the two aspects to improve the accuracy of elevation of encryption, one is by expanding the image in order to make photographic baseline length increases, thereby enhancing the elevation precision of encryption; second is through improve the parallax measurement accuracy to improve the accuracy of elevation of encryption. In this experiment, zone control point layout of different scheme of measurement and solution calculates the final accuracy, to verify outside the industry, such as control points number less than aerial photography measurement specification requirements, but also to meet the precision requirements.
