Lightning disaster, one of the ten most severely natural disasters issued by‘ the international 10-year disaster reduction of the UN, greatly affects,threatens the people’s life, production and property safety. Sichuan Province is a provinces where has frequent thunder and lightning disasters. The annual lost due to the disasters can reach to tens of millions, accounts for 70 percent of the lost of all kinds of the natural disasters. As the gross of social economic, the increase of the property and population density, the lost brought about by meteorological disasters are also increasing. Aim for the urgent social requirements, the branch of the Lightning Protection Technology The system aims to improve the ability and level of prevention, approaching severe disaster and the derivatives. Through the building of the project, it will be able to monitor, warn lightning disasters ?an hour too soon‘, and to release information to ?the last one kilometer‘, to decrease the losses of people’s lives and property to the minimum.The thesis, based on the Guangzhou construction projects of the thunder monitoring, warning and forecasting system, consults to the software products and developmental theories related to the GIS, intensively studies the key technology during the developing of GIS, determines to make ArcEngine and ArcGIS as the development implemental platform for the system. At the same time, the loading and rendering of every element, and the involved critical technology research on the thunder potential forecast mode and the short-term warning,forecasting. And then, it takes on the warning test. And, in the end, constructs basic platform, both for the researching and the laws of thunder disaster, and the offering of comprehensive service of thunder monitoring warning and forecasting.
