Lightning is a common atmospheric discharge phenomenon in nature, it has brought a great impact on human society. Meteorological disaster prevention and mitigation system is the focus of meteorological modernization, and lightning protection is one of the most important research fields in the meteorological industry. With the development of social economy and information technology, disaster increases significantly and caused incalculable losses directly. So, to increase research in the field of monitoring and early warning of lightning, improve forecast accuracy and lightning warning system is very urgent and necessary.This thesis adopts advanced SOA (Service-Oriented Architecture) and GIS systems to develop the warning platform, SOA is the product and focus of IT business development and GIS is widely used in areas such as meteorological data management, weather modification and meteorological disaster assessment. So combining SOA and GIS with lightning monitoring and warning is the inevitable trend in the meteorological service informationization.Firstly, by introducing the great influence of lightning on human society, the opening paragraph leads to the purpose and significance of the research of this subject, and it’s based on such projects as the simultaneous undergoing meteorological integrated services authorized by enterprises and public institutions. Then combining the current conditions and basis of this subject with in the background of the climate conditions in Hunan province, the work of this subject was ready to start. On the basis of the previous lightning monitoring and warning and potential forecast business in Hunan Province, after the Comprehensive analysis and filter of various meteorological data, the main multi-source data this platform would use include radar product data, lightning location data, atmospheric electric field data and other meteorological data; I have adopted the comprehensive warning method that considers radar data as the main data source, electric field data as the supplementary data source and lightning location data as the real-time supervision data. And combine SOA, GIS and COM components with other software development technology and began to build a platform. This thesis finishes the design of the platform overall structure, functional framework, software environment, module division and database tables. After data processing of various subsystems, results such as the basic operation of the map, the load of the base layer, the query, statistics and analysis of data and the production, overlay, real-time dynamic display of these professional products layers (lightning location, clustering; radar echo; comprehensive early warning) based on multi-source data were achieved on this platform. Finally, this thesis has completed a comprehensive lightning warning platform with highly structuralized, modularized, and gorgeous HCI interface. This system provides supporting decision services such as real-time information, visualized analysis and disaster forecasting, which are practically significant for the promotion of social development and the protection of people’s lives and properties.
