The same as the land, seas are limited resources, the rational and efficient use of limited sea area resources reflect the ocean management level of a country or a region. Since "The Sea Use Law" of our country was promulgated in 2001, our country’s sea area use has been conducted in accordance with the law.Based on the definition of the sea, the sea area, the evaluation of sea price, and other related concepts, carding the theories of the existing sea area price evaluation, such as the urban planning theory, the labor value theory, the location theory, the land rent and price theory, the ecological value theory, discussing the problems of these theories in the sea area price assessment, such as the level of economic development on the sea and land is not symmetrical, labor demand shift from physical labor to the balance of the mental and physical labor, unbalanced level of the regional economic development, the immature of sea market lead to restriction of the use of the land rent and price theory, the liquidity and broadness of the sea bring about lots of problems in marine ecological environment, then I will raise some improvement measures to what the problems I find out on these theories.Based on the theoretical study of the sea area price assessment, we summarized the major existing seas price assessment methods, such as the direct marketing, the alternative market method, the hypothetical development method, etc. Existing sea price evaluation method has carried on the comparative study, and found that the application scenarios of the direct marketing is more common, is the most commonly used method for evaluating the waters, moreover, the alternative market method and the hypothetical development method is the complementary method to the direct market method.On the basis of study of the sea area appraising theory and the methods of the seas price assessment methods, this paper take out a new formula for sea price assessment:)1(*T+I+B+D+Q=Y21)(±±kk, and in this formula, I added two factors what the past sea price evaluation had always ignored, these is the level of urban development impact coefficient and ecological compensation coefficient. These two factors vary with the different geographical difference, we use the new formula to evaluate the price of the Wuyuan Bay in Xiamen which I can prove what I researched. Finally, I got the price of the Wuyuan Bay in Xiamen is 1.95 million yuan / ha, and we know the standard of the national sea use payment is 1.8 million yuan / ha, which the sea is first one gradation and classification on sea area and the type of use is the sea-filling. All in all, the price of the Wuyuan Bay in Xiamen proved the feasible and scientific of the sea price assessment methods what I took out.
