In the past, the process of urban construction results both serious soil and water loss and damage to the ecological environment because we always putting undue emphasis on economic benefit while neglecting ecological effect. The natural balance of groundwater system in Jinan district has been suffered seriously because of the decreasing of supply to groundwater, too much water use, water pollution, and so on. At the same time, it threatens the flowing of spring groups and safety of water supply in cities. Xinglong district belongs to limestone mountain area.It is an important ecosystem and water sources conservation areas, direct spring-supply area of south mountain region in Jinan City. Xinglong strong leakage layer is the nearest and the largest one which straight-line to Spouting Spring and four great spring groups. The low impact development of Xinglong district will produce a great impact on groundwater recharge. How to exploit the district with minimal impact and to make the groundwater conservation and restoration of groundwater is an urgent task that to make sure the utilization of water resources and of groundwater conservation. The author presents research systematically about the groundwater conservation and restoration of Xinglong district, and puts forward feasible measures to offset harmful effect.This research uses surface runoff and infiltration replenishment, they two, as a principle index. The main adaption method is the combination of qualitative and quantitative, and uses the impact of groundwater with experience and the demonstration of fundamental formula. In order to provide relevant promoting leakage measures, we also analyze the calculating data by comparison analysis method with quantitative and descriptive research methods.Firstly, we receive a general briefing about the survey region and present its situation evaluation. Through analysis, we will reach a conclusion about the current ecological statue, existing problems and the necessity of doing it. Secondly, we need to make impact assessment about groundwater recharge if the exploit goes to plan. We make the comprehensive influence of development both from analysis of advantages and disadvantages. The development of this district makes influence on the precipitation recharge which takes surface runoff and infiltration replenishment as index. Its main content includes strong leakage layer and the developing area. Based on the results, the paper proposes a method and assessment that adjusts to the promoting leakage measures. Lastly, the article proposes the comprehensive promoting leakage measures where the research area were in the given river basin. And we know the influence and assessment after taking protective measures.Through the above analysis, the paper comes to the conclusion about the impact assessment and the promoting leakage measures, and puts forward some feasible proposals.
