Research On The Effects Of Science And Technology On Village Public Decision-making

Political construction of new countryside is the importance part of new socialist countryconstruction, however,“decision unscientific, undemocratic” phenomenon remainswidespread, therefore, optimization of village public decision-making and implementation ofvillage public decision-making more scientific village become one of important tasks of newpolitical construction. With the development of science and technology, human society hasentered the stage that science and technology promotes societal development, it makesimportant effects on the spiritual and material development. It is the inevitable trend toachieve the village public decision-making scientific and democratic by using the science andtechnology. So, it is the inevitable requirement that to optimize the village publicdecision-making by researching the effect of science and technology on village publicdecision-making.Basing on analyzing the application of the science and technology in the village at thepresent stage and the process of the N village public decision-making, this paper researchesthe positive and negative effects that the science and technology makes on village publicdecision-making from three aspects: decision-maker, decision-making process and quality byusing the interviews, field investigation and literature research. And it hopes that, through thestudy, to analyze the reason for the negative effects, and to get reasonable and feasibleconstruction and countermeasures for further scientific and rational promotion of science andtechnology to achieve the village public decision-making more scientific and democratic.This paper consists of seven parts: The first part is the introduction, the main contents ofthis part describes the research background, purpose and significance, ideas and methods,research innovation. The second section is the concept and form of the village publicdecision-making, this part mainly introduces the concept of the village publicdecision-making and form of the village public decision-making:“one project one discussion”.The third part take the radio and television technology, network technology andcommunication technology as example to analyze the application of the science andtechnology in the village at the present stage. The fourth section research the role that thescience and technology plays in the N village “village cadres and masses” decision-makingmodel which based on the basic situation of the N village and the main ways that villagers improve the quality of science and technology.The main content of the fifth part is the doubleeffect of science and technology on village public decision-making, and to analyze the reasonfor the negative effect. The sixth part is about some pertinence measures for overcoming thenegative effects of science and technology on village public decision-making, raising the levelof science and technology in village and optimizing the village public decision-making. Thelast part is a summary of the article.
