Study On Emergency Management Mechanism Of Wenchuan Earthquake And Lushan Earthquake

With the rapid development of social economy and the high concentration of urbanization and population, the influence of earthquake disasters on human life has become increasingly serious. In the next five years our country has experienced2008Wenchuan earthquake,2010Yushu earthquake, and2013Lushan earthquake three big earthquake which caused huge losses and social influence. Therefore, scientists and the government focus on the construction of earthquake emergency response mechanism.The fourth plenary session of the16th party pointed out:to establish a sound social early warning system, forming a unified command, complete functions, and responsive, efficient operation of emergency response mechanism. Party’s16session of fifth plenary session put forward:to establish a sound social early warning system and emergency rescue, social mobilization mechanism. The party’s sixth plenary of sixteen session put forward:to form a unified command, responsive, coordination and orderly, efficient operation mechanism of emergency management. And report of the17th national congress explicitly requests "to perfect the mechanism of emergency management. Earthquake tests the government decision-making and ruling ability. Although the earthquake relief work in China has made phased victory, however still exposed many weaknesses and realistic problem, this urgently requires our country to establish a perfect and effective mechanism of earthquake emergency response. The problem of earthquake emergency management becomes the focus of recent research.Earthquake emergency management question can be discussed from various angles, this paper chose the way of comparative analysis, through to Wenchuan and Lushan two times of earthquake emergency response mechanism analysis and research, and compare them, then draw lessons from foreign the good experience of earthquake emergency response mechanism, the experience and lessons reference to earthquake emergency response mechanism in our country, hoping to take certain measures to promote the further development of China’s earthquake relief work, truly timely and efficiently.There are seven sections in this article; the following main ideas respectively introduce seven parts:Chapter1:introduction.This chapter is a total of the article as a whole, this paper introduces the research background and significance of the article, this paper expounds the earthquake emergency response mechanism related research status at China and abroad, then sums up the research mentality and the use of research methods, and summarizes the innovations and deficiencies of this article.Chapter2:overview of earthquake emergency response mechanism.Sharp tools make good work. This chapter is a foreshadowing for the full text. First, introduce a basic conception of emergency, mechanism and emergency mechanism and earthquake emergency response mechanism; second reference to the "comprehensive emergency management" mode, construction of earthquake emergency response mechanism. In this paper, the earthquake emergency response mechanism is divided into preventive preparation mechanism, forecasting early warning mechanism, emergency response mechanism, restoration and reconstruction mechanism, information communication and social mobilization mechanism; Then introduce the earthquake emergency response mechanism theory tools, need to use for this article introduces some relevant theories and explanation; Finally in this chapter, introduce the framework of earthquake emergency response mechanism in our country.Chapter3:Wenchuan earthquake emergency response mechanism.This chapter is divided into seven parts, the first part expounds the precaution mechanism in the Wenchuan earthquake; The second part expounds the Wenchuan earthquake prediction of early warning mechanism; The third part is the emergency response mechanism; The fourth part is the restoration and reconstruction mechanism; The fifth part is the information communication mechanism; The sixth part is the social mobilization mechanism; The seventh part is the process integration of emergency mechanism, analysis the different mechanisms in different subjects.Chapter4:Lushan earthquake emergency response mechanism. This chapter and the third chapter show the corresponding relation, because the writer want to get Wenchuan and Lushan a comparative study, so all the structure of this chapter is the same as the previous chapter.Chapter5:Wenchuan and Lushan two comparative analysis of earthquake emergency response mechanism.This chapter is divided into two parts, the first part analyses the progress of earthquake emergency response mechanism from Wenchuan to Lushan. The central government moderate "step back" is one of the largest progress earthquake emergency response mechanism in our country, and then the linkage of government and social of new pattern has been formed, then the information communication more rapid and transparent, more efficient emergency rescue, earthquake early warning technology progress. In the second part analysis the problems existing in the earthquake emergency response mechanism, divided into three aspects to discuss. The first aspect is an organization of earthquake emergency response mechanism, pointing that mined-out area emergency management mechanism is not appropriate; the second aspect is the running of the operation mechanism; the third aspect is the absence of policy of earthquake emergency response mechanism.Chapter6:the experience of earthquake emergency response mechanism abroad for reference.This chapter is divided into two parts, the first part introduces the overseas earthquake emergency response mechanism, chose the United States and Japan. The second part tells the experience of earthquake emergency response mechanism abroad.Chapter7:perfect the earthquake emergency mechanism.The last part of this chapter is the whole piece of writing. This part has three aspects.:The first aspect is an organization of earthquake emergency response mechanism; The second aspect is the management of earthquake emergency response mechanism, respectively from the early warning mechanism, the response of the emergency management mechanism, communication mechanism, cooperation mechanism, compensation mechanism and mobilization mechanism; The third aspect is the earthquake emergency response mechanism of policy support, from the legal support of emergency management, fiscal and taxation support, financial support, insurance support four recommendations on support.In this paper, the first main contribution is from the perspective of the integration of emergency mechanism study comparing two earthquakes. Second, the scholars is compared commonly emergency mechanism both at China and abroad, such as comparison and contrast between China and Japan, China and the United States, but this paper compare two earthquake emergency mechanism in China, this also is the innovation of the article.
