In recent years, due to natural rainfall decrease, the increasing human activities, the city changes a process to accelerate, the rapid economic and social development, the upstream watershed of Zhanghe with the increase of water, causing river to water reduction, water supply and demand conflicts intensified.Guan River Reservoir Basin’s perplexing water network and water uncertainty, determines the Guan River Reservoir Basin Rainfall Runoff characteristics. This paper mainly carries on the data of the relationship between GuanRiver Reservoir Basin’s Rainfall, evaporation and runoff of rainfall and runoff. Through the analysis of daily rainfall in1981-2010years, we get the average annual rainfall and average monthly rainfall, and through the curve shown directly by the temperature data of30years; through the daily analysis, the average monthly amount of evaporation, the average annual, and compared; through the reservoir to provide30years of monthly variation of reservoir storage data, analysis of the monthly average of average annual runoff and compare them. Then the relationship between rainfall and runoff in comparison and analysis results.Through the analysis we know that the River Reservoir Basin rainfall and runoff were decreased, but the evaporation is gradually increasing, runoff is related not only to the rainfall’s size, and have relation to the evaporation, the vegetation, and the underlying surface factors of reservoir.
