The casualties in buildings that damaged under devastating earthquakes aremagnificent. Effective life rescues can reduce this kind of hazard in a certain degree.Buildings especially with many people inside should be treated as target buildings forearthquake life rescues. After a devastating earthquake, the priporities of rescuing-which can be defined as rescuing urgency-assigned to different target buildingsshould be different. The study of rapidly assessing the earthquake life rescuing urgencyof target buildings has just begun currently, this paper intends to make discussions onthis area so as to make decision aidings for earthquake life rescue and to providesuggestions for routine work aiming at reducing earthquake hazards.The main contents of this paper inclued:1) The current situation and problems of earthquake life rescue and its decisionaidings at home and abroad are summarized;2) Choosing Yanjiao(Sanhe, Langfang, Hebei) as the investigaing area, totally13target buildings in4kinds of usage types are investigated at different time onworkdays and holidays,30surveys on residential buildings are conducted, the generalpatterns of the population density of different target buildings varied according to timeare revealed;3) The quantitative relationship between the seismic hazard degrees ofstructures and the burying probability of people is studied;4) Based on the seismic fragility of structures, methods assessing the populationdensity and the population of people buried in target buildings are studied;5) The classification and the assessing method of earthquake life rescuingurgency areprovided and examples are provided to illustrate the operation process.The following are the main conclusions of this paper:1) The population density of target buildings correlates with the usage type ofthe buildingsand is varied according to time. Target buildings with different usagetypes have different annually and daily patterns of time-varied population densityindoorand the differences are obvious;2) The curves of population density indoor varied according to time of targetbuildings, the fragility of structures and the burying probability of people inearthquakes can be used to generate the burying population density of target buildings,thus to obtain the burying populationand assess the earthquake life rescuing urgency oftarget buildings with the help of appropriate urgency classification method;generally speaking, the burying population and the urgency is positively correlated;3) The earthquake life rescuing urgency of target buildings can be influenced bytheir usage types, structural types, the intensity and oigin time of earthquakes. Theusage type determines the pattern of population density indoor varied according to time,the structural type determines the seismic fragility of buildings, the intensity ofearthquake determines the seismic hazard degrees of buildings and the earthquakeorigin time determines the specific population indoor. These4factors should beconsidered integratedly to assess the earthquake life rescuing urgency of targetbuildings so as to make scientific decisions.
