Early-warning of infectious diseases,which is a key factor to determine whether infectious diseases can be effectively controlled before their outbreaks, provides disease prevention and control authorities at state, province, city and county levels with precondition and support for relevant work,. As suddenness and uncertainty are born features of the infectious disease outbreak, relevant early-warning techniques are demanded to be timely, hyper-sensible, accurate and flexible. However, the present situation of disease early waring such as inadequate data, poor punctuality, low sensibility and accuracy, excessively huge space scale, vague extent and low information level bring seriously negative impacts on the infectious diseases early-warning issues.In order to solve the aforementioned shortcomings and improve features, like punctuality, sensitiveness and information level, of current early-warning issues on infectious diseases, the dissertation deeply researches early-warning of infectious disease in small-scale space with theories and technologies in GIS, internet-work communication and spatio-temporal analysis on infectious diseases after analyzing contemporary technologies, and further more implements three key problems needed solving for the informatization process of spatio-temporal infectious diseases early-warning in small-scaled space.1) Implements real-time, effective, secure and reliable internet-work communication for data of epidemic diseases at all levels by utilizing JMS messaging middle-ware and then solves existing problems in remote storage and being unable to achieve comprehensive analysis.2) Proposes a multi-level epidemic diseases address-matching algorithm based on hash and dual-array trie-tree, which satisfying huge need in this field, implementing organic connections between the data of epidemic diseases and that of locations, which provides spatio-temporal early-warning of epidemic diseases with data support.3) Extends and improves the spatio-temporal early-warning model for epidemic diseases and creates an exclusive version for issues in small-scaled space. And then, with the existing method of searching the nearest point outside a circle, the dissertation extends the spatio-temporal scanning model and proposes a new method based on searching neighbour list by hexagon; on this basis, it analyzes the exceptional situations of epidemic diseases during different periods in a certain area based on the result of spatio-temporal early-warning and then proposes three hot-spot classes (Persistent Hot-spot, Intermittent Hot-spot and Burgeoning Hot-spot), which takes auxiliary effect on the prevention and control of infectious diseases.In the last part, the dissertation designs "Zhejiang Provincial Monitoring and Early-warning System for Infectious Diseases" using GIS services, NM (nginx+memcached) load-balancing technique and FSH (Flex+Spring+Hibernate) layered-architecture. The informatization process of spatio-temporal infectious diseases early-warning in small-scaled space is also integrated into the system, which improves the timeliness, sensitiveness and accuracy while reducing the complexity of the infectious diseases early-warning work in Zhejiang province and meets the actual needs.
