Meteorological cause is a fundamental public cause that relates to the economic construction, the defense construction, the social development and people’s life. With the rapid development of social economy and information technology, the demand of lightning advance service, which is closely related to people’s life property safety, has become gradually plentiful. Therefore, constructing lightning monitor and warning operational system becomes one part that is absolutely necessary to meteorological service modernization construction. This is not only demand of deepening the meteorological cause development, but also internal requirement of guaranteeing people’s life property safety and constructing harmonious society.The basic theory of meso-scale weather system and the thunderstorm disaster was introduced firstly, as well as the research status of thunderstorm surveillance and warning technique at home and abroad. Secondly, combining with available research results, a automatic thunderstorm identification and warning method based on the Doppler Weather Radar data is proposed. In this method30min-aging thunderstorm nowcasting was given. Finally, based on ADO database development technique and GIS component based development, Lightning Data Management System (LDMS) and Lightning Monitor and Warning System (LMWS) are designed and implemented. The core algorithm of the system is consisted of radar volume scan coordinate transformation, thunderstorm identification, thunderstorm tracking according to cross correlation,30min-aging nowcasting according to linear extrapolation algorithm.In this research, the storm identification, tracking and forecasting algorithm is developed under VS2005IDE, based on Windows OS.
