In this paper, the object is about the human capital question in the XPCG agricultural technology progresses. Based on the agricultural technology innovation, the agricultural technology proliferation, as well as, the human capital and the human capital accumulation theory, this paper comprehensively applied related methods of system economics, equilibrium theory of western economics, statistics and on-the-spot investigation, etc. This paper systematically studied the human capital supplies condition in the agricultural technology progress of XPCG, and inspected the human capital demand in the future agricultural development of XPCG,emphatically elaborates reason and affects of the human capital supply and demand non-balanced in the agricultural technology to progress, proposes the strategy of implementing human capital accumulation,as well as.Firstly, this article studied the theory of human capital accumulation in the advancement of agricultural technology. According to the progressive process of agricultural technology, this article introduced the agricultural technology innovation and the agricultural technology proliferation theory, and defined the related concept about the human capital and the human capital accumulations, and identified clearly the way and the influential factors of the human capital accumulation.Secondly, based on the agricultural technology innovation and the diffusive process, the present situation of human capital supplies was quantitative analyzed, and the future human capital demand through analyzing the XPCG agricultural development tendency and XPCG future agricultural technology progress, this article applied the balanced theory to reach the conclusion that the human capital supplying and demanding non-equilibrium in the XPCG agricultural technology to progress and the insufficient of human capital accumulation.Thirdly, this article found the reason of human capital non-equilibrium from these factors: human capital investment, agricultural research, the system barrier in the agricultural diffusion, the XPCG agricultural education, the training system and the scale insufficiency as well as the drain of the XPCG, moreover analyzed the influence caused by the non-equilibrium.Finally, in order to solute the human capital non-balanced question, the XPCG must implement the human capital accumulation strategy in the technology advancement, therefore, this article proposed the strategy guiding ideology and the strategic target,and proposed the concrete strategy of promoting XPCG agricultural technology progresses, which will enhance the human capital accumulation, promote technology advancement, and realize the healthily and fast development of XPCG agricultural economy.
