Abstract: Since the 70s' ear of 20th century , the world marine economy takes on a accelerating trend, and always keeps a higher economic growth rate in the same time, which increase two times every ten years. Especially comes to the ocean century of 21th century, the marine economy activities prospers day by day, it is evident that marine economy becomes the new growth point of world economics. In recent years, all levels of government in our country , in particular , the littoral pay a lot attention to the development of marine economy, many local economy development orientation starts to extend to the sea , and has formed a sea land integration economical development orientation. The activities transferred to a extensive range such as marine oil and gas, international regional resources of sea floor from fishing, salt and transportation industry. As the difficulty and complexity of sea exploring becomes increasing more and more , the social benefits of marine economy is connected with the support of the land' s infrastructure and technology, as a result, the construction of land-bank bases is essential, which is beneficial to accomplish the development of sea-land integration.The paper proposes a new angle of view form selecting the topic, and have done some work. Under the bankground of analyzing sea exploring trend and characteristic of land-bank bases, the paper combines the theory of economic geography and regional economy, pay attention to one of the most important featuresin economical geography----regional, according to the specific condition ofselected industry, and uses the method of quality and quantitative analysis to summarize the princinple of land-bank bases, and then ascertain its layout ,and analyze the influence after construction , which paves the way for further study.
