After 26-years'opening and reform of china, the exploitation of tourism resources and the development of tourist industries have made great achievements. China has become a main tour country around the world. Forecasted by the world tour organization, china would become the important tour destination in the world. Nevertheless, the Chinese tourist industries still has a great gap, comparing to those developed countries and areas. Firstly, the development of our accommodations, travel agencies and scenic spots are not enough. Meanwhile, these abroad have developed from the single to the unit, then to conglomerate or Tran region, finally turned into the bloc, netlike and internationalized Tran country bloc. Secondly, the usages of the modern technology methods by Chinese tourist industries far lay behind the developed countries. Nowadays, 2/3 tourists in developed countries have traveled through net, but there are a few enterprises in china with the perfect on-line tour whole course service. Even if some have, its dimension would still be limited. Thirdly, the environment for tourist industries' development, such as roads and signs on scenic spots, net construction for tour information service etc, is inadequate and bad. Finally, china needs being enhanced on the training on qualified personnel of tourism administration.Tourism resources belong to one of resources, which is a new concept, with the modem tour activities and the development of tourist industries. And gets the in-deep realization during the investigation, analysis and exploitation, administration on tourism resources. Anyhow, the phenomenon of damage and waste on tourism resources, low-level reexploitation is still very serious. How to administrate tourism resources .especially the quality administration, the environmental administration , effective administration has all changed into the focus, related to tourists industries, which is whether to the sustained development. Although there are so many research on the exploitation and planning on tourism resources at home and abroad, not many on its administration. Moreover, less research on specific areas. Even almost no research on how to exploit reasonable and administrate effectively tourism resources in chongqing .in order to give reference for tourism economic of chongqing, this paper has a research fully on the exploitation and administration of tourism resources in chongqing.In this paper, there are four parts following.Part one is devoted to examining the theory of annotated edition of tourism resources and its realistic meaning from its intention and extension.Part two synthetically analyzes and evaluates the distribution of tourism resources in changqing andthe status quo of its exploitation.Part three in-deep analyzes the present situation of tourism resources' administration in changqing and the problems of its administration. Meanwhile, dissects the influence of development and administration of tourism resources in changqing and the tourist industry on the present economic of changqing.Part four based on the above in-deep analysis, the ideas of development and direction of the exploitation and administration of tourism resources in chongqing were put forward.
