As the rapid development of our national economy and the sustained quickening progress of new industrialization, the demand of modern logistics'development speed and level get more and more deep. It's inevitable to broaden the scale of logistics service supply for the development of economy and society. In addition, the demand of logistics effect, logistics quality and logistics efficiency become new center of attention which directly reflects the rising, organized, systemized requirement of modem logistics'service for enterprises.The development of information techniques create many convenient conditions for social information and object transmission. For instance, the techniques of network and modern communication make all our persons concerned deal with each other by E-relations instead of the receipts transmission on paper, so that the whole process of dealing is electronic and that is called E-commerce. It's the crux and heart of content for the E-commerce whether we have a consummate logistics distribution system.Modern logistics has become the Third-part Profit Resource, which is also the resource of cutting down cost and getting competitive advantages for enterprises. As the growth of market competition, enterprises'competitive ability is decided not only by the quantity of products for the need of customers and market but also by the level of modern logistics. Enterprises become the basic suppliers and sellers for the rising of TPL because it can combine the segments of strategy, market, research and invention, choose and purchase, producing, sale, transportation, distribution and service.
