The bidding and quoting system in highway engineering is an outside system from the systematic standpoint that is relatively opened and influenced by a great deal of factors, it gets along the dynamic information that exchanges with the external environment at times. So, we cannot use a certain quantitative method to get an accurate optimum solution, and only can figure out with satisfaction. Comparatively speaking, the budget department inside enterprises is regarded as a subsystem of this system of enterprises, it saves the interaction with the external environment, and only interacts with other subsystems inside enterprises such as purchasing department, planning department, etc., and it is a relatively close system. So, we can get an accurate optimum solution with quantitative technology. This thesis is on the foundation that bidding and quoting decision theory in the past is reviewed, the author carries on preparation analyzing before bidding, analyzes the factor that affect initial quoting then makes the macroscopic verification of initial quoting, and uses linear programming method and makes separately analysis and calculation of having base number of a tender and having no base number of a tender, then puts forward the tactics offered that submit a tender and influence factors, finally, uses and analyzes through surveying and studying some project bid practice. Objectively, studying the project bidding and quoting can impel contractor's raising labor productivity and one's own competitiveness, makes more effectively use of resources;all these are important to improve (he social productivity and even progress of the entire society. Make the contractor of our country in an unassailable position on the future international market, except strengthening management and enhancing one's own capability, we must lay research emphasis on strategies of offered that submit a tender, on the premise of guaranteeing winning a bid rate, reduce risk of the project, increase the real income as much as possible, therefore have important realistic meanings. Though relevant documents have already researched to some extent, the majority are limited to recapitulative narration or descriptive qualifier stage only, the effectiveness is not high, can't provide clear reference for policymaker. In consideration of this, this thesis will make this kind of situation improved as much as possible.
