Study On Relationship Between The Human Capital Structure And Region Economy Growth In China

Some foreign studies showed that the structure of human capital was a new factor to explain the economy growth. It was great related to the economy growth. But domestic learners have not pay much attention to this. We try to analyse domestic human capital structure and construct a model about the relationship between the human capital structure and economy growth. First, we use the quality coefficient to correct the human capital Gini coefficient and use this to calculate the human capital Gini coefficient of every state from 1996 to 2004. It shows that the coefficients rise on the whole and the discrepancies of the coefficients between the states wavelike descend according to the time order. But according to the cut surface data, the human capital Gini coefficient rises then descend and it is similar to shape of"U"according to the increasing of income. We separate the human capital structure type region into three kinds: high human capital, high scatter of region-A, middle rank human capital, low scatter of region-B and low human capital, high scatter of region-C. We find that this separation is identical to the division of east, middle and west region. Then we use the outcome of human capital Gini coefficient,accoding to the proportion of the state's FDI, fixed assets investment, imports and exports in the whole country ,and some other factors to construct a region economy growth model. The result shows: the economy growth changes opposite to Gini coefficient of human capital, when the human capital Gini coefficient increase 1%, the every-person region GDP will desend 0.108%. This result is correspond to the related studies of foreign learners. But some of the results is different from the foreign studies: our relationship between the human capital Gini coefficient and the economy growth is lower, our human capital Gini coefficient increases in the whole. We analyse the discrepancies based on our actual situation. At last, we have some advises about how to bellowing human capital Gini coefficient: region A should let the high rank human capital to flow out, cultivate the middle rank human capital, support and ensure the low rank human capital and make the structure of college education more rational. Region B should reduce human capital Gini coefficient basing on improving the level of people been educated.
