The Post-Evaluation Of The Project Of Shuangyang Central Transport Station

Shuangyang central transport station has been built for three years .Thesis is to analysis the difference between the actual state andprospective state. It was carried out through investigating the stage ofproject decision-making, design, construction and operation, decidingwhether the actual and prospective state of the construction project iscorrect, analyzing the reason and extracting experience from the processof completing the program. It provides scientific gist for improving thelevel of decision, design, construction and management, rationally usingthe funds, improving the benefit of investment, ameliorating themanagement and constituting correlative policy. This project has alreadyrun for three years. According to the Eleventh Five-Year project intraffic development of Changchun, three over-secondary central projectsand some village and town construction projects of highway passengertransportation station in Changchun are to be conducted in the next fiveyears. And the past-projects of the transport stations haven't beenfinished post-evaluation. The projects which be built in the future thathaven't dependable basis .So the evaluation results of this project havegreat significance in supervising the project construction in the future.This is proved as follows. It is benefit to improving the managementlevel of the project through summarizing the experience and lessons ofthe project management and analyzing the existent questions. It canimprove the decision level of selecting site in the project and thescientific level of the project decision which has the reference anddirection effect on the future project decision. It also can awakesupervisor of every stage and improve the faculty of the supervisor ineach aspect.The detailed evaluation for the project of Shuangyang passengertransportation central station is conducted through investigating theproject, collecting some reference datum, using instantiation, antithesesand statistics method, combining the results of establishment as well asdecision of the project and the actual running state.The evaluation results are showed as follows. The projectimproved the traffic condition of common people and city investmentcondition, which has the positive effect on elevating zone economicdevelopment, after the project construction completed and come into use.The results are more veracious, reliable and scientific and can beimportant and foundational gist of deciding scale of project construction,though the prospective results of appropriate station amount inestablishment stage of the project are behind the actual appropriatestation amount. Studying is limited during choosing the address stage ofthe project , because of supervisor departments participating . It is foundthat the shortage in selecting site of the program is existed and the longvalue of it is to be investigated in practice through the analyzingselecting site of the project. This paper analyzes the question inmanagement of invitation as well as bid, course, quality, cost andbargain through the abrogative investigation and a great deal ofcollecting the references. It also analyzes the reason of the questions andput forward the improvement measures according to it. Moreover, it alsoevaluated the benefit of society and economy of the project according tothe actual running state of the station. Since that station luck camp,although various finance index signs show the economic performancenot equal to the item signs an estimate result, the actual economicperformance is also quite good . Secondly, it is needed to improve thefaculties of the personnel, specially the leader and administrator, andtheir specialty faculties construction as well as mentality constructionthrough periodic and non-periodic training class as well as propagandasof the related knowledge performed by the superior. Thirdly, it is neededto encourage each stage of administrator to learn the specialty as well aspolicy knowledge and to provide the opportunity of continued study forthe personnel. Each stage ofgovernment, department and participant branch should attach importanceto the program whether it is in the stage of establishment or inconstruction.
