Therefore, confirming the responsibility of the local govemment,strenghtening regulation construction and enhancing supply capacity in policy, effectively settling the fund gap are the basic measures to deal with the problem that existed in the pension insurance system in Xi'an city. In general, it is the basic outlet of solving the pension insurance problem to improve the economic growth rate.
