Research On Development And Management Of China's Science And Technology Intellectual Resource

Scientific intellectuals are the concentrated representatives of the advanced productive forces and also important forces in the social progress. Nowadays, scientific and technological progress innovation is a decisive factor in the socio-economic development and the core of the national competition. Actually, International competition is the competition of the science and technology. However, the scientific and technological competition is the competition of intellectuals. The resources of scientific and technological intellectuals had become the most important strategic resources and were rendered to be a powerful improvement of the national economy development. Therefore, our country must grasp the chances in the future for developing our country and executing the idea of scientific development and intellectual development. We must set up one idea that resources of the scientific and technological intellectuals are the vital resources and first productivity. The thesis discussed the development and management of resources of scientific and technological intellectuals. The whole thesis is divided into three parts.Firstly, the thesis summarizes the concept of the intellectuals and intellectuals' resources, scientific and technological resources and its characteristics and discusses the relativity between resources of scientific and technological intellectuals and the social economy development. The thesis gives the explanations that the intellectuals who ware full of knowledge, awareness of innovation and creativity had gradually been the invaluable property and central resources of modern economy development and the main source and factor of economic progress. Therefore, the strengthening of scientific and technological development and human resource management has a great practical significance to our country.Secondly, the thesis analyzes our technological resources development and management conditions, problems and their reasons though combining the research of the comparing conditions of the international scientific and technological intellectuals. Since the beginning of reform and opening up of our country, the Party and the Government have implemented the strategy of flourishing our country by science and intellectuals, improved the development of intellectuals and provided intellectualsupporting for the development of our country. But some problems still exist such as the shortages of intellectual resources, low density, and low proportion of the technological intellectuals' level, low quality, the structural contradictions and intellectuals' emigration. These serious problems restrict the development of economic society of china. The main reason is that our intellectual management system lagging behind others, talents market needed developing and the Government's macro regulating efforts are not enough, these problems should be resolved.Thirdly, through the investigating of the experiences of development and management of foreign resources of scientific and technological intellectuals, the thesis puts forward the main countermeasures of our technology resources development and management which involves the idea innovation, strategic innovation, mechanical innovation, the system of national education and entrepreneurial culture innovation and so on. The thesis summarizes the principles of management and development of scientific and technological intellectuals in our country.
