The Policy Research On The Multinational Corporations' R&D In China And The Development Of Completing Intellectual Property Rights Of China's Enterprises

By their strong technique advantages, Multinational Corporations are carrying out the intellectual property right strategies within the scope of world, which are weakening the competitiveness of the developing countries with low technological level and lacking of completing intellectual property rights. In recent years, China's enterprises have been stepping into the trap of multinational corporation's intellectual property right strategies, owing to their export products lacking of core technology and completing intellectual property rights. If our enterprises want to escape from the trap, it is the key point that we must realize completing technological innovation and develop more and more completing intellectual property rights.According to the model of the ability of developing completing Intellectual property rights of developing countries , the developing countries need the accumulation of the ability of the technological innovation in order to realizing the completing technological innovation. But since the beginning of the implementation the technology import policies by our government from eighties of last century, the development and accumulation of the ability of technological innovation has been ignored. Since the nineties of the 20th century, the trend of Multinational Corporations 's R&D in China gives our enterprises an opportunity to use external resources and learn their advanced technology in order to accumulating the ability of technological innovation, realizing completing technological innovation and developing more and more completing intellectual property rights. So our government should adjust policies and motivate the cooperation between native enterprises and Multinational Corporations by encouraging more investment of R&D of Multinational Corporations in China in order to improve the ability of technological innovation.According to the model of the ability of developing completing intellectual property rights of developing countries and the influence of Multinational Corporation's R&D in China on our enterprise's technological progress, this thesis analyses the policies that we have adopted and puts forward some proposals for our government on how encouraging more investment of R&D of Multinational Corporations in China in order to improve the ability of technological innovation of our enterprises.
