At present, China is facing increasingly severe ecological and environment problems. Chemical industry is a pillar industry of the country, while it is also a high-polluting industry, which has caused serious environmental pollution and has restricted the sustainable development of chemical industry and Chinese economy. Study and practice on the environmental impact assessment (EIA) for chemical construction projects has reached a considerable level. If the economic EIA is included in the project feasibility analysis, it will have great significance for accepting or rejecting the project to consider the costs of the environment pollution and the benefits of the environment improvement.The cost-benefit analysis methods are used in the whole thesis. It integrates the EIA of chemical construction project and the economic valuation methods of environment. On this basis an indices system is established, including cost indices and benefit indices. According to different objects, cost indexes are separated into direct and indirect cost indices, benefit index into direct and indirect benefit. The formulae are provided in the light of above methods and indices system to obtain the results. And finally all the methods are applied on an example of ethane rebuilding project of a chemical factory. The result is that the benefit is obviously lower when the environment impact cost is considered than not. The feasibility of the EIA method for the projects of the chemical construction projects is tested. The results are proved good. The conclusion is that it is feasible to make the economic EIA for chemical construction project.The results of the thesis to some extent fill the blank field of economic evaluation of EIA for the chemical construction projects. It may contribute to policy research and decision-making of chemical industry construction projects. The environment protection will also benefit from the research. Hope the research of this thesis could be used for reference in this sort of projects in economic evaluation of the environment impact. |
