| As a new management pattern which can handle complex problem acrossdepartment or field and achieve high operation efficiency, modern projectmanagement show power and advantage through the specific organization structure,theory method, effective practice and extensive fitness. When organization wantsproject management to be a core competitive ability, it needs to establish projectmanagement system;hence it needs to establish an entity to support projectmanagement that is a project management office (PMO). In order to study and discusscomprehensive, this research includes two parts. One is applied performance of pmoand another is strategic plan. In the field of applied performance, this study investigated whether a projectmanagement office (PMO) contributes significantly to project management (PM)effectiveness and, hence, to project success. The study also esplored the degree ofinfluence that the use of PMO functions and services has in addition to the influenceof critical success factors (CSFs) identified by Pinto and modified for this study.Finally, the study explored the circumstances associated with establishment and theuse of PMOs, as well as major enviroment conditions in which PMOs operate. Therandom surveys were conducted and E-mail method was employed in the sample.Results supported that PMO presence index has a positive linear influence onreported project success, and do all of the individual PMO functions and servicessuch as PM standards and methods, project training, PM consulting and mentoring,project historical archieves, human resource/staffing assistance and projectadministrative support. However, results lacked eviduce to support the claim that thePMO persence index itself represents a new CSF. Finally, descriptive statistics andqualitative feature were addressed, leading to practical guidelines for organizationalready operating a PMO or moving to establish one. In the field of strategic plan, the model of PMO five phases competencedevelopment has been provided. Secondly, the rearch introduced the study result ofDoctor Kerzner on the strategic plan of PMO. His study focused on the intelligencecapital. Finally, allying the strategic management and project management, puted theattention to the strategic project office (SPO) and developed a model including fivecritical management areaes. Further, three key indexes were assigned for each fieldand there are fifteen key indexes totally. |
