The research purpose of this paper is to demonstrate the important role of organizations appling ISO 14000 to developing green economy in Qin Huangdao ,and designe the Interactive Machanism Between ISO 14000 and Green Industry.According to the feature of problem, the paper adopt comparision analysis method,determining the nature method,fix fortify method,and regulation analysis method.First, to make this argument clear, the ISO 14000 and green industry concepts are put forward;also the features are given. Besides the research about green development outside China give some advices for it.Second, according to the definition and intension of this mechanism, the mathematical model has been build with the matrix alternation and fuzzy-set theory. This model being made up of alternation sub-model, environment-improvement sub-model and feedback sub-model reveals the internal interactive relationship between the environment-improvement and ISO 14000 factors requirement, green-industry.Third, based on industry development in Qin Huangdao City and Hebei province, paper analysis the questions in industry development. Finally, the application of this Interactive Mechanism in reality has been studied. It is recommended that the green industry development depend on cleaning manufacture and green marketing. It is emphasis on green industry development through ISO 14000.
