Which industrialization road should be chosen by China has been thought anddiscussed in the domestic market, because of the fast growth of China's heavyand chemical industries. Since 2003, many scholars have argued with thequestion that whether China could overstep the period of the development ofheavy and chemical industrialization or not. Some scholars have proposedvarious opinions on the question how to realize industrialization. Several basictheories like development economics, industry economics and industrializationare used in this article, which clears the divarication on China's developmentroad on basis of summing achievements of some domestic scholars. Accordingto the situation of China's industrialization and analysis of vast data, it showsthat China has been in the medium industrialization with characters of greatdevelopment of heavy industries. Then facts of China's heavy and chemicalindustries development and the important value in this period have beenconcluded. In the third part, it clarifies that there is no chance for thedevelopment of traditional heavy industry through recognizing the impact ofenvironment in and out of China. Finally, based on the analysis and combinedwith China's specific condition, a new road of heavy and chemicalindustrialization is advanced, which refers to mutual promotion of heavyindustrialization and informationization. Four points are used to clarify themeasures of the new road. They are enhancing standard of market access andencouraging the development of heavy industries with high technology,developing associated industries and extending industry line, making districtdevelopment goals, and progressing finance to stimulate improvement ofindustrial structure. The paper designs a new and specific road ofindustrialization for China through countermeasure research.
