Traditionally the telecommunication industry was regarded as nature monopoly structure, also plays a vital role in the nation economics security. So in the beginning of the development, governments adopted the strict regulation to the telecommunication industry. With the increasing development of information technology, the entry barriers and development bottleneck are wearing off, at the same time, the disadvantages resulted from the regulation emerge gradually. Governments, in secession, pushed the reform of telecommunication industry to promote the competition of market. Chinese government has carried out several "Structure Partition" reforms of telecommunication industry, while the results are not very satisfying and there is still a great distance before realizing the goal of efficient competition. Obstacles that impede fair competition in telecommunication industry are far from clearance. Actually, the sticking points which are hindering the China's telecommunication industry developing are "statutory monopoly", the property right mechanism derived from planned economy, the law system and the management mechanism, etc. The "Structure Partition" reform can not root up all mentioned issues above to reach the competition, on the contrary which destroys the scale and scope economy in some degree to lead to excessive competition in some fields or areas. The development and reform of telecommunication industry should give the attentions to both "anti-monopoly" and the effect of "scale and scope economy" to obtain the effective competition, to realize the coordination between the competition energy and scale economy, to promote China's telecommunication industry.The paper is divided by six parts:Part one of the paper is the introduction including the objective, literature review and the method for study. Part two analyzes the economics characters of the telecommunication industry including the nature monopoly structure and industry chains (network and service).Part three emphasizes on analyzing such issues: the necessity of the reform;the history and characters of China's telecommunication industry reform, then summarize the achievements and the open questions of China's "statutory monopoly" reform and point out that the reform can not solve the problem of the effective competition radically because it couldn't resolve the lacking competition resulted from the identity of the competition, also brings on the excessive competition in some degree to destroy the "connection and communication with each other", further affects the healthy andrapid development of China's telecommunication industry.Part four is the empirical research on the practice of telecommunication industry reform in some countries. By comparison between cases, this paper indicates that the partition to the industry is not purpose but means.Part five of the paper analyzes the obstacle factors which influence the effective competition of China's telecommunication industry, and the stratification competition mode is proposed in this part, added by many relevant strategies and measures. Part six is a short conclusion of the paper.This paper is the elementary research that is carried on on the basis of forefathers' achievements. The innovation, if there is any in this paper, lies in that such research tools as case comparison and so on, combined with theories on network economy, are employed in to put forward some own opinions to China's "structure partition" reform of telecommunication industry, moreover the paper brings forward one argument that we can reach the balance between "anti-monopoly" and "scale economy" to realize the effective competition. Based on these, the paper gives the systematical scheme and mode for reaching the effective competition.
