Under the traditional planned economy system, because the governmentarranged the real estate resources directly, it caused low efficiency ofthe real estate economy. Therefore, it must turn the track toward marketeconomy from the planned economy and establish the real estate marketsystem. With the exploration and the practice of the our country residencesystem reform started,July 3 in 1998, The State Department had printed《 concerning the notice of further and deeply turning the town housingsystem reform to speed the housing construction 》to stop gradually thereal object and the welfare residence allotment system that the ourcountry continued for several decades, our country should establish andperfect two kinds of supply system of economy appliance housing andmerchandise housing .In order to push forward the BeiJing National Organization housingsystem reform further and deeply ,and standardize the housing consumemarket of the BeiJing National Organization,2004, it setted uprespectively two economy appliance housing of" xin hai yuan " and" guangquan district" to sell exclusively to the officers and workers of theNational Organization and the State-owned Business Unit, from this, thepublic housing of the BeiJing National Organization officers and workersin the city had already buy, the empty housing of the BeiJing NationalOrganization had possessed, the leasing house of the BeiJing NationalOrganization had letted to the officers and workers, they unify in a pricestandard——the economy appliance housing price. In the three kinds ofvaluation processes of housing, "cost method" has the contradiction oftaking value, "market comparison method" has the problem of choosingcases, these valuation results have not attained the balance of thehousing benefits between the officers and workers, so it needs to lookfor a more reasonable valuation method.In the exploring of housing price valuation method, firstly I throwthe valuation purpose of the old housing of the BeiJing NationalOrganization officers and workers ,and discover that the method ofstandard land price factor revision is the most common use method byresearching traditional method in the fulfillment application, andresearch carefully the advantage of the method of standard land pricefactor revision, then summarize that it's key lies in "the factorcomparison". forming thought from here, aiming at old housing valuationof the BeiJing National Organization officers and workers, amply considerthe housing related factor that people request, draw the analysis thatinfluences the housing price factors at home and abroad, select reasonablefactors and turn these to the amount, draw up factors to regulate form,revise by contrasting various factors between the house of needingvaluation and the basis house, then receive the final price. The newvaluation method ——The factor relatively revise method, I verifyrationality of conclude by using an actual case to contrast calculationresult that gains by using it and the traditional method, its calculationresult can achieve the elementary balance of the housing benefits betweenthe officers and workers, and pushes the valuation work of housing priceto progress smoothly because of easy operability ,meanwhile ,it makes thestandardizing management of the housing consume market.
