PPP (Public-Private-Partnerships) has been popular in infrastructure field in recent years, and becomes an effective method to solve those problems, such as the public product limitation of government investment and shortage of finance capital. Firstly the paper begins from PPP basic theories, then analyses its economic theory through public goods production theory, marketable division theory of infrastructure and project division theory. Then it set forth its feasibility applying to quasi-profit infrastructure from business, technology and supervision etc.The paper emphatically analyses PPP operational flow in quasi-profit infrastructure, and summarizes three patterns, namely BT pattern, building period subsidy pattern, operation period subsidy pattern, then analyses their features. Finally through London Underground, Beijing Underground and European Tunnel analysis, it concludes PPP mode's experiences and lessens in quasi-profit infrastructure. |
