Based on the theories, the article analyzed the factors that affect technology diffusion during industry gather, these factors mainly included:the diffusion stage of technological innovation, the pattern of the technological innovation diffusion process, enterprise innovation organization form and industrial innovation organizational structure. Among them, the stage of technological innovation diffusion are composed of the innovation idea diffusion, the innovation technological diffusion and the diffusion of implementation technology; The patterns of technology innovation diffusion's process are composed of the one-way diffusion process, many-way diffusion process and the diffusion process guided by intermediary organizations; The enterprise innovation organization are composed of the technological innovation group, the new enterprise development division department and technology center; The industrial innovation organizational structure are composed of the industry innovation platform created by multi-dimensional cooperation which is guided by the government, the industrial cooperation alliance and virtual enterprise. After that, the author studied the diffusion effect's connotation of technical innovation in industry gather, and according to the analysis of technology diffusion factors in industry gather, through widely investigations, studies, and advice from the experts, had drawn up the diffusion effect appraisal target system of technology innovation composed by 5 appraisals criteria, 28 appraisals targets. Next, the article studied the electronic information industry development of Fujian Province in recent years, then, analyzed the present diffusing ways of technology innovation in electronic information industry gather in Fujian Province. Through to compare and appraise diffusing capability of technology innovation enterprise, the technology diffusing rate, the technology diffusing degree, the technology diffusing achievements and the technology diffusing environment on Fujian Province, Guangdong Province, Jiangsu Province, Zhejiang Province, eastern part the average level and the national average level, analyzed the present existing question in the Fujian Province on technology diffusion in electronic information industry gather, and puted forward related measures to enhance diffusing effec in industry gather in Fujian Province.
