Then the development history and stages of the Chinese extension system were analyzed to clearly state that the system had made great and non-substituted efforts to improve of the agricultural mechanization level,to mitigate the labor intensity and to increase the rural people's incomes. The current situations of the extension system were studied on this basis.By using the theory of SWOT, the strengths, weaknesses, opportunities and threats of the system were identified. The extension system enjoys the guarantee from the Law on Promotion of Agricultural Mechanization, the stable extension institutes and the growing service organizations. The weaknesses exist in the out-of-date extension mechanism, the non-perfect extension system, limited funds and input, unitary content and methods; The extension system faces the opportunities brought out by the shift of the national economy system, the adjustment of agricultural structure, improvement of the infrastructure in rural areas, and joining in the WTO.Meanwhile the reformation of the operation and management mode in agricultural industry and the transfer of the rural labor force raised new challenges to the extension system. Finally this thesis brings forward the principles for the development of the extension system and the target model of the extension system. The policy recommendations were put forward to further take the Law on Promotion of Agricultural Mechanization into effect, to promote the technology extension in conjunction with the adjustment of agricultural structure, to make well use of the WTO regulations and to pay more attention to the build of the basic-level extension organizations. |
