21 centuries, society is from the ages of industry to the ages of knowledge-based economy. As a strategic resource in the ages of knowledge-based economy, human resource has been already accepted by more and more enterprises. Be similar to other resources, human resource can create value and increase value for the enterprise. The core of the human resource management is how to carry out the realization of the manpower capital value and increase in value through the management of the value chain. The main system of the modern human resource is made of the three links of the human resource value chain: value-creation, value-evaluation and value-distribution. However, the important and difficult of the human resource value chain is value-evaluating. The important significance for the performance of enterprise is to build the scientific and applicable system of value-evaluating and to apply various methods of management that can be to promote the management of performance. The means of the writing in this dissertation is theories contacting experiences. Firstly, based on the summarizing the achievement of human resources value chain at home and abroad, this dissertation elaborate the concept of the human resource value chain and the relations of the threesome. Then, so as to improve the performance, this dissertation will set up five types of system of evaluation, including the system of potential evaluation based the model of competency, the system of vocational behavior evaluation based the competency of occupation, the system of performance evaluation system based the key performance index, the system of performance-improving based the reporting one's work, the system of performance-circle based the improving responsibility of the manager. Through the integration of those systems, enterprises will promote competitive ability, enhance competitive advantage and improve performance. Lastly, in order to attain actual operation and effect, this dissertation will try to build up a virtual corporation in the software industry with example how to build the system of value evaluation in a corporation.
