The Research Of Urban Unemployment Problem And Government Accommodation Countermeasure

Unemployment problem is a worldwide difficult problem. From 1993, the number of unemployed man has proliferated in China, and unemployment maximum has come forth. At the last of 1997, the real number of unemployed man in China has reached 11-13 million, and the real unemployment rate is about 6%, setting up the highest record since New China was founded. The unemployment problem has become a big trouble of China society. The city of Yingkou is experiencing a special period which planned economy is transformed to market economy, facing the serious unemployment phenomenon. As far as the last of 2004, the unemployment rate has reached 5.5%, and the real complexion is more serious which keeps high level. This phenomenon has become a big problem, influencing the society economy and political life.Excessive number of unemployed man brings society conflict. For example, it wastes labor resource; it slows social productivity development; it brings heavy burden to our government and society and so on. So solving unemployment is a rigorous problem front us. Before writing this paper, the writer read a lot of domestic and overseas works about unemployment theory, and investigated the real complexion of Yingkou, holding the newest first hand material of Yingkou unemployment problem. This paper describes the complexion of Yingkou unemployment problem, and designs a filter model which can filter the factors influencing unemployed man in Yingkou. Through using the model, comparing the complexion of Dalian,the writer find several disadvantage factors of unemployed man in Yingkou, and analyse this disadvantage factors. Then this paper get results as follow: the reason of Yingkou unemployment problem, the characteristic of Yingkou unemployment problem, the obstacle of unemployed man of Yingkou to find jobs, and employment situation of Yingkou in 5 years. On the basis of analyzing the social background and reason of problem, the paper suggests government found two mechanism and push five accommodation countermeasures.
