Research On The Establishment Of Financial Cooperation Area In Central China

The Strategy of the Central Region Rise undoubtedly means a great turning point for the six central provinces which have been immersed in the economy-hollow and the policy-hollow for long time. How to rise, however, is a pressing task for the central people to think about. Experience from both here and abroad tells us that strengthening regional economic cooperation and broadening the channels of regional economic exchange are of far reaching importance to economic growth. In all kinds of forms or approaches in regional economic cooperation, financial cooperation is the most basic and nuclear one. Regional financial cooperation will promote the aggregation and growth of capital, realize the free flowage and optimizing the configuration of financial resources, accelerate the permeation of financial capital and industrial capital in the region, and finally achieve the co-development and function of regional economy and finance. So, for the six provinces in central China, strengthening their financial cooperation and establishing a regional financial cooperation area are very important for their economic growing up.According to the economy and finance actuality in central China, and based on the relating theories on regional financial cooperation area, this paper points out that the central six provinces have roughly satisfied the required conditions to establish the central financial cooperation area through great amount of statistic contrast and scientific analysis. Then, it advances the four operational mechanisms and the three steps on establishing the cooperation area, namely how to achieve the goal step by step under the safeguard of cooperation mechanism, interests-balancing mechanism, risk- prevention mechanism and information-sharing mechanism. Finally, it makes a suggestion on some supportive policies that the six provinces need to get from the central government.
