| With the arrival of knowledge economy, there is an ever-growing demand for higheducation from society. And with the ever-increasing expansion of enrollment in institution ofhigher learning, how to cope with the problem that needy students can't afford their tuitionshas drawn great attention from society. "High education needy student aid system" isestablished along with popular of the high education and the tuition reformation, playing animport role in guarantee needy student to complete their study. However, many problems cropup in normal education supporting loan in practice. This paper discusses the representative problemexisting in practice and presents the effective countermeasure.The paper is divided into four parts:The first part: The origin of problem, present the basic theory and the necessity ofNational education supporting loan system.The second part: The meaning and the evolution of National education supporting loansystem. Present the content, type and basic characteristic of National education supporting loansystem, performance the four evolution process of National education supporting loan system.The third part: Analysis the defection of National education supporting loan system.Face the problems that exist in the current system, summarize the defection that exist in thesystem—defection of design investment system, loan risk shared mechanism, paying backmechanism and personal credit system.The fourth part: The ideal model of National education supporting loan system.According to the realistic of our country, suggestion to build up the system—develop thepower of government, establish the valid loan system to invest and recycle, the national loanguarantee fund, alleviate the financial risk of commercial bank to manage the loan, establishthe education guarantee fund that is led by the local finance, bank, university, other socialgroup and individual to arrange the fund, set up the law of National education supportingloan. |
