With our country economical high speed improvement, Chinese automobile industry have stepped speedway. It is proved that thrift new car market must establish on old car market from the national automobile industry experience. The clear channel, highly carrying new car metabolic mechanism is that automobile market healthy improvement is both operational precondition and insure.In developed automobile industry countries, The old car markets develop rapidly and the exchange volume is large every year. The new car sales were 12,240,000 in America, old car sales were 43,500,000, which is new car 3.5 times in 2002 years. The 45% of automobile sale profit is old car. The developed country can keep relative stable and large new car sale market because of large old-car market .Old-car sales promote new car's sale, old car's customer is new car's potential customer.In our country the old-car sales begin with 1980s and mostly focus on old cars exchange markets in every section. According to statistics, the old-car exchange sales were 1,340,800 and the growth ratio of the old car was 20.21%, which was higher 5 percent than new cars' s in 2004 years.It is immaturity that the old car vocation of our country comparing with which of developed country, which is expressing in several aspect. First, old car exchange function is single. Second, old cars business increasing risk because of new car frequently reducing price. Third, old car laws are severity lagging and deficiency timely. Industry good faith is lack of good supervise. Exchange is misbehavior which lacks for relative industry standard. Estimating is lack of standard and at will. It is lack of professional old-car dealers. The last one, information network systemof old car exchange market is imperfect all over the country.With domestic car from automobile production translating into customer that enter family, the ratio of private car is more and more large. Especially, people living standard advancing and customer concept changing, highway construction and city basic facilities construction develop, which will lead to automobile market requirement enlarging, output growth and old car exchange activity and speeding up renew cars. Chinese old car market is potential, whose profit is several times than new car, so growth and developing of old-car market is very important.The operating companies of the international old-car are focusing on Chinese old car market. For example, the America max old-car trade Manheim Company and Japanese USS Company which is international large old-car Trade Company are preparing to landing for Chinese market, they want to rob Chinese market in the future.The domestic several large automobile production enterprises have gone to old-car market, such as Shanghai Volkswagen, Shanghai GM,FAW Volkswagen that have carried out the displacement business, but which mostly focus on tax displacement aspect and reclaim used-car through out used-car market. Whereas the private user, the public and commerce car displacement business are slowly, which don't form scale. For the moment the old-car markets don't have standard and working system, who will win the market that can first come to the market and build up standard and become ideal.In FAW Group, Volkswagen, Audi, Toyota whose brand sale companies have carried out the old-car business specialty in their brand stores. The management level is very deficient and the old-car businesses are lack of developing plan of group old-car. At the same time, each brand also encounter dissolved problem in the course of carrying out old car business and which demand group help.FAW Group carrying out old-car business, the advantages are as following. First, brand management and international operation flow, Second scientific old-car price evaluating system, Third powerful after service system, Fourth capable of automobile loan for consumption, much brand, much bred, Fifth large market and powerful network .at the same time, source of old car is short, management risk and so on .whereas old car business is very important in the new car sale, which can promote new car sale, pick up replacing car and avoid price war. So FAW Groups carry out old car business which is very important for group developing. First, expanding market share and extending source of group profit, Second keeping old car recovery value of each brand and promoting brand figure, Third offering distribution channel of old car for dealer, Fourth setting up FAW old Car brand and raising the market value.FAW Group builds up old car exchange center, which have three modes.The first, FAW group invests independently, the exchange center is Daughter Company of FAW Group and the headquarters of company is in ChangChun or Beijing, which builds up chain-branching agency in the 31 province all over the country, according to company developing objection, which gradually expend in other cities.The second, FAW Group cooperates with the capable old-car operating company. Through out the property reorganization, which uses the old-car operating company that have information management system, management platform, developing relative business, each provincial capital register by itself, beyond which can gradually expand in other cities .the first register is Beijing.The third, FAW Group and the international old-car operating companies found the join venture which uses good function mode, manage method, and developing relative the business.The exchange center needs possess acquisition, car-checking, storage andtransportation, sale, information analyze and dispose etc in the function aspect. The exchange center have nine department that are market dept,sale dept, storage and transportation dept,service dept, stock dept,shopping dept,client relation dept,finance planning dept,collation dept in the organization structure.According to the function and organization structure design of the exchange center, which mostly embody, First, adopting member management, Second, setting up clear flow channel, Third, the unified management of special path,Furth, scale management, trading management, network information management, client service management, talent management, brand figure management, Fifth Collation competition ability in the management.Developing the exchange center, business should be divided into three platform constructions. The first is trading platform, it is basic the exchange center develops old car business, it is foundation that exchange center satisfies exchange center normal business, the second one is renovating platform, which is important profit source for trading center ,it is also function after exchanging center run business evenly .The third one is management platform, which is gradually development and perfect of trading center business and management, which is management objection of exchanging center ultimate systematic.The exchange center embodies that user is very important, promoting brand, facing to client copartner relation strategy in management developing strategy aspect.
