Agriculture is the foundation of the national economy, and grain is a matter of primary importance in it. It is never overemphasis on food security as a basic policy in the nation, especially in our country with a population of nearly 1.3 billion. Zhejiang province is located in the southeast part of the country by the ocean, with large population and small farming land scope. It is become urgent that how to keep food production in stability, solve the problem of food supply and cope with the sustainable development of economy and society of Zhejiang province in 21 century, due to there were low food supplies capacity since 1991. It has been reviewed on the history, evolvement and situation of food production and the contradiction of food requirements and supplies in Zhejiang province since the adjustment of agriculture industrial structure after 1990s, focus on the farming land resources utilization, land production capacity and soil fertility. Strategies on improve soil fertility had been put forward in this study in order to enhance the food production in this province.1. The multiple mixture applying of organic, microbial and chemical fertilizer is propitious to improve soil fertility, to increase the utilization ratio of microbial fertilizer and improve the quality of primary products. Therefore, sludge composting can abate not only the environment pressure but also use as raw material of organic fertilizer. However, it contains heavy metals which could induce environment contamination. It is needed that to explore applying technique and amount of sludge.2. Leguminosae has play an important role in improvement of soil fertility, conservation of water and soil erosion, and providing green ago-products due to its biological nitrogen fixation from the atmosphere. Planting legume crops in rice paddy field in winter and spring seasons could enhance the rotation of crop, ameliorate physi-chemical characters of soil, increase the utilization ratio of soil and farmers income. Similarly, intercropping legume could increase the nitrogen content of red soil, thus improve the quality of red soil resources in Jinhua and Quzhou area. The restriction of environmental factors is the important reason why legume can not be wide usefully. The farther step is to screen and breed new varieties that have high efficiency and extensive adaptability.3. Biological pesticides are becoming popular and being wide accepted by farmers due to they are poison less to crop and is decomposed thoroughly in the environment.But the effect of the most biological pesticide is slowly, so that the more attention should be paid for how to use them. The government should increase investments on scientific research and support industrialization of biologic pesticide. Now exploring of induced chemicals called'induced pesticide'with high bioactivity agents has become the new research hotspot.4. Lots of farm investment had been used to direct grain subsidies presently. It could compensate farmer for the cost, enhance the positivity of grain production and stimulate the development of grain production at a certain extent, but it was nothing to do with solving the essential problem and make against the consummation of grain market. The government should, therefore, diversify investments to improve production environment and rely on science, technology and education to rejuvenate agriculture extension.5. Now the situation is that the government policies incline to large families (traders) excessively while the principal parts of grain production in Zhejiang province at present, are still ordinary farmers. It is indicated that the crop production areas by large families occupy only 8 percent in all. If the ordinary farmers have their overcast positivity continuously, the food requirement will be increased, therefore, the greater pressure will be produced on food security. The positivism of growers will be enhanced by direct grain subsidies or organzing common farmers into the moderation scale operates.
