For the research of industrial cluster, it is still on the start stage in China, As to the study on the development model of industrial cluster, we are only in the level of explore in our country. On the base of predecessors' research, this thesis put theory of the industrial cluster to use, analysising mechanism of the industrial cluster, having a creative consider to the development model of industrial cluster of Guanzhong "one line and two belt".The industrial cluster is a special organized form to lie in the enterprise organization and the pure market organization.
