Developing countries are the pre-colonial countries that have been exploited, oppressed and plundered by colonialism and imperialism since the sixteenth century. Their economy haven't had a real development for a long time for all kinds of reasons, including the reason in the system field. Developing countries' development is the important force in promoting world economy' increase. However, during the course of globalization, developing countries are facing the problems, such as the enlargement of disparity between the poor and the rich, the sole economic structure, the addment in debt, which are becoming the threat for the world' prosperity and stability. So it is becoming more and more important for developing countries to find an appropriate developing path.Do developing countries achieve development target through mixing together with the course of globalization directly, or joining in the multilateral frame, such as WTO,or depenging on themselves' capability?It's necessary to analyse the characteristic of globalism, multilaterlism and nationalism, then explore the advantage and the defect of three pathes mentioned above.At present, the three pathes are unsuit for developing countries.As a kind of special theory and practice form, new regionalism provides an efficient way for every country, especially the developing countries.Together with the effect of globalization, regionlism has been upsurging again since the later period of 1980's,raising another turn tide of economic region group, which plan to the EC common market in the lead, with NAFTA, the ASEAN Free Trade Agreement as a follow-up. New regionalism's upsurging reflect the fact that the multilateral trade system after the second war neglected developing countries' benefits, and that the developing countries questioned about the neo-liberalism strategy.Through citing the example of the Euro-Mediterranean free-trade zone's building , the article explains the openness, the attention to the traditional security and the non-traditional security, the multi-layer's target by new regionalism. Except for some defects, mediterranean countries benefit greatly from the cooperation with EU, including short-time interest such as trade preferences, and long-time interest such as promotingsystem reform, security guarantees. New regionalism gives mediterranean countries a buffer space. Through obtaining EU's various preferential policies, their national industry's adjusted steadly before participating in the global competition, then grow gradually and integrate into the world economy smoothly. New regionalism is becoming a perfect and inevitable choose for developing countries.
