China has seen enough progresses in foreign direct investment (outflow) as well as thenotable achievements in attracting FDI inflow in recent years. The total net accumulation ofoutward FDI (non-financial) reached 44.8 billion US dollars at the end of 2004, and theamount of net FDI reached 5.5 billion US dollars at 2004 merely. China' s FDI spreads allover 139 countries and regions, and it can be found from more than 80% Asian countries. Onthe one hand China's FDI can relieve the country's natural resources shortage throughinvesting in foreign resource-exploiting industries such as oil and gas, forest, and mine andso on;on the other hand it can solve the increasing international trade frictions arised fromour favorable trade balance by investing and manufacturing in the formerly importingcountries or other foreign countries locally. It undoubtedly attachs great significance toimplement the "walking out" strategy , and to encourage our enterprises' transnationaloperating through develop FDI actively, so as to participate international competition moredirectively and take advantage of the two markets and two kind of resources more effectivelyunder the circumstance of the accelerating economy globalization, for those strategy andmeasures can result in an improvement in enterprise's international competition ability, andthus the improvement of China's synthesized strength and the whole country's internationalcompetition ability.This dissertation researched the problems in the field of China's foreign direct investmentin the frame of the inner and exterior factors synthesized analysis model that the authorconstructed.This dissertation consists of four chapters:The first chapter developed an inner and exterior factors synthesized analysis model onthe basis of the review of the classical FDI theories.The second chapter explored the primary problems existing in China's FDI in the frameof the model above mentioned.The third chapter analysised the FDI promoting polices and measures which otherdeveloped and developing countries adopted, and then take the NSC and POSCO as anexample to give China enterprise some illumination.On the basis of the former analysis, the last chapter, namely chapter four, provided somesuggestions on how to promote China's FDI, including some macro-strategy and severalmaterial measures.
