Research On The Harmonizing Of Generation Planning And Transmission Planning In Competitive Environment

The innovating in electricity industry brings huge challenges to the harmonizing ofgeneration planning and transmission planning, moreover, the lagging of the policy andthe unclear of planning body make the harmonizing more difficult. This paper simulatesthe planning behaviors between generation corporations and utilities taking regionalprice gap as profit based on game theory and across-elasticity. It shows that it isreasonable to induct generation planning through transmission planning in thecompetitive environment. The paper analyzes the factors which should be considered inharmonizing based on current reform situation in China, establishes the primaryprinciples and steps, and the indexes which estimating the harmonizing process, bringsforward three feasible harmonizing planning models. Contemporary, in order to makegeneration and transmission construction in line, it explains the reason why theproportion of generation and transmission investing in China is disordered. It concludesthe proper proportion by using foreign cases for reference.
