Guangdong rural credit cooperatives(following abbreviation Guangdong RCC)is the biggest local financial institute of the rural credit cooperatives system in thecountry. With the rapid development of economy and the improvement of urbanismin Guangdong province especially in Pearl River Delta, Guangdong RCC is requiredfor more financial service and is facing challenge because of the system of marketeconomic and the fierce competition of the same trade. But at the present,Guangdong RCC can't satisfied the demand of market economic and compete withthe same-trade due to the situation of backward mechanism , single service way andthe organization with many legal persons, and this situation also hinder thedevelopment of itself. At the same time, the commercialized running and supportingagriculture of policy considerations contract each other. So, there's realistic meaningto explore the development pattern of Guangdong RCC for promoting the reform ofproperty right, strengthening competition ability and meeting the demand ofeconomic development. This paper firstly analyze the necessity ,feasibility andrealistic meaning of forming provincial-level rural cooperative bank for GuangdongRCC according to the present development of Guangdong RCC and the externalenviroment;secondly, put out the actual difficulties in forming by analyzing therigid standard of forming rural cooperative bank, the present mechanism, thechallenge of systematic operation and developing disequilibrium of GuangdongRCC etc,. Finally, exploring strategy and measures of forming. Its conclusion hasguidance meaning for Guangdong RCC, and has reference worth for other provincewith similar situation.
