A Study On Rational Distribution Of Water Resources Of Tianjin Municipality

Tianjin is one of four cities that are directly under the jurisdiction of CentralGovernment with important position and prominent contradiction between watersupply and demand in the city. The shortage of water resources has already aroused aseries of problems of land subsidence, water environment deterioration, and waterresource pollution worsening etc. Water resources optimizing allocation, namelymaximizing the efficiency and benefits of water resources will be the certain choicefor sustainable development of Tianjin economic society.Through analysis on Tianjin water resource development and utilization andwater supply and utilization during twenty years of Water Diversion Project fromLuanhe River to Tianjin, this article quantitatively calculated Tianjin actual waterdeficiency, and raised key problems of Tianjin water resources development andutilization and the austere position of water deficiency that faces us, and thisestablished the basis for making the water resources allocation plan. After analyzingwater supply and utilization in present target year, revised forecasted result of waterdemand within existing plans of Tianjin by using water-use quota method, meanwhile,according to the principle of stopping using deep layer groundwater for being thestrategic storage, revised forecasted result of water supply within existing plans ofTianjin, and under this basis analyzed the balance of water supply and demand in nearfuture and long-term target year. In terms of water supply unbalance status of urban,rural and ecology, according to the principle of sustainability, equity, efficiency andsystem, determined the scale of find new sources in near future and long-term targetyear, raised water optimizing allocation plan among live, production and ecologywater utilization. For ensuring efficient implementing water resources allocation plan,raised some strategic countermeasures such as constructing water-saving society,enhancing water resources protection, healthiness water law system and establishingunified water resources adjustment and allocation regulation of Hai basin.
