The grand targets about all-round well-off society in first 20 years of this centurywere put forward by CCP during 16th NCCPC.The intra-county economy is aregional one which occupies large proportion in our domestic economy.Itsdevelopment in future will affect to a large extent the progress on all-round well-offsociety.How to develop intra-county economy has been concerned by all levels ofgovernments,especially by many local governments.
