Protection Effect On Agricultural Import Policy In China After Entering Into WTO

Agriculture is very important in our country. After the entrance of WTO, a great of changes have taken place in the world trade environment and the agricultural import policy has been adjusted according with WTO rule. Because of the limitation of WTO, the analysis of import policy is getting more important to improve the efficiency of resource distribution and give the reference to the reform of the future policy.This paper adopts analytical way combining theoretic analysis with positive study, combining quantitative identification with qualitative analysis to investigate deeply the protection effect on our agricultural import policy. Firstly the protection rule in globalization environment is discussed, that is moderate comparative advantage. According to the rule, the paper collects the data of agricultural products trade after the entrance of WTO and analyzes the import policy, especially tariff and tariff quota. Tariff is analyzed from the two aspects of relation between comparative advantage and tariff rate and effective protection. Tariff quota is measured in terms of its quantity and fulfilled rate. On the base of the analysis, the paper discusses the degree of the protection and argues that there are several problems of the present policy in China. At last, some proposals are also put forward to protect agricultural products and adjust the import policies of our country.
