Study And Algorithm Implementation On Investment Project Society Assessment

As an important component of investment project evaluation, Social Assessment is a kind of indispensable supplement of project technology evaluation, financial affairs evaluation, national economic evaluation and environmental evaluation. With the forming of scientific development view, the request for construction of harmonious society and the public appearance of new investment system reform in July 2004, Social Assessment is being paid more and more attention, and is being introduced gradually to project evaluation. But both theoretical research and method implementation about social assessment start relatively late in our country, and have not been formed the intact theoretical system, do not have even more well made use of computer to implement the intelligent assessment method. For this reason, this thesis makes the following researches:This thesis defines the Social Assessment for investment project. This thesis summarizes the current situation of Social Assessment for investment project, provides the definition for Social Assessment, thinks that the social assessment forinvestment project is based on the theory of project evaluation, sociology and anthropology, while senior professional personnel (including sociologist and anthropologist) make rational social analysis or give a kind of method and means that appraises of social influence to the implementation and development of the project. This thesis has also systematically explained the basic principle, adopted method and main assessment content about the Social Assessment, based on which, this thesis has also answered the purpose and meaning of Social Assessment.This thesis structures the index system of social assessment for investment project. Taking both the harmonious society and the sustainable development as the guideline, this thesis sets up comparatively perfect social evaluation index system. Existing references did not introduce the construction of harmonious society into the evaluation index system. This thesis introduces the index system involved in social assessment for development project from four respects in detail emphatically: adaptability between project and society, social concordance of the project, fairness of the project, and persistency of the project etc. The social concordance appraisal of the project has proposed a series of evaluation indexes from the view of harmonious angle between people and people, people and natural, and has solved the appraisal problem in the current evaluation system that lacks the social concordance of the project.This thesis has set up the layed fuzzy comprehensive evaluation model for social assessment. Based on the architecture of the social assessment evaluation system that this thesis put forward, Combining the traditional level analytic approach organically with the fuzzy evaluation method, and combining the revised method of judging matrix that this thesis put forward, this thesis has obtained the weight of every influence factor of social assessment for the project, and has set upcorresponding fuzzy evaluation model. This method has avoided from deficiency in both the traditional level analytic approach and the fuzzy evaluation method used in existing references, and reflected the operability and fairness of this method.This thesis has implemented the intelligent process of social assessment method for the project. Based on both the structure of the social evaluation index system of the project and the analytic hierarchy process, this thesis utilizes VB language to carry on programming to the evaluation model and relevant algorithm involved, and obtained the fuzzy evaluation result intelligently according to the operating sequence of the leading type in familiar to all Windows systems. Studies on analytic hierarchy process in current references are either the pure theoretical research, or coarse applications without any improvement. The implementation method introduced in this thesis has combined the theory and application organically, and not only solved the intelligent problem in implementation for project evaluation, but also got extensive application prospects in project application.In a word, the social evaluation index system for project, the social assessment model and the systematic implementation method that this thesis structures, make the social assessment for project have operating nature and practicability even more. This systematic approach is not merely suitable for social assessment for project, but also suitable for scheme selection and the risk assessment for project.
