Study On The Fund Running Model To Harness Water And Soil Erosion

The fund to harness small valley, is the money used for the water and soil conservation, erosion protection and exploitation or management The water and soil conservation measures can be public and private in its attribute; this is the theory basis for different investors to invest from multi-side in different levels and ways. Its attribute of public welfare, external economy, long running period as well as difficulty of returning of investment, provides the theory basis for government on playing a main role in investment to harness small valley.After analyzing the running of current funds we can diagnose out some main problems. Firstly, the fund scale is too small to accelerate the harness of small valley. Secondly, the fund is invested into different sides, which causes the dispersion in use and makes the concentration difficult. Thirdly, the lack of running funds results in no maintenance of water and soil conservation, which affects their normal function. Fourthly, the management of fund is loosy and the procedure in use is informal and the waste is serious.Facing the current conditions, this paper thinks some mechanisms should be taken. Firstly, to guarantee the funds listed in the center and local government budget in law. Secondly, to attract multi-side investment by government capital with marketing mechanism. Thirdly, to bundle up the funds to small water-shed project. Fifthly, to use reimbursement or installments in payment.
